A RESOLUTION OF THE HOMER CITY COUNCIL AUTHORIZING THE CITY ADMINISTRATION TO PROCEED WITH THE ROAD REPAVING PROJECT APPROVED PURSUANT TO ORDINANCE 04-16 (A).
WHEREAS, Ordinance 04-16 (A) appropriated up to $600,000 from the Homer Accelerated Roads Program Funds for repaving Bayview Avenue, Ben Walters Lane, Kachemak Way, Main Street, and Rochelle Road and for the paving of Heath St. from Pioneer Avenue to the Homer High School; and
WHEREAS, Ordinance 04-16 (A) provided that these repaving projects incorporate pedestrian lanes and a separated pathway on Heath Street if that was shown to be feasible within the approved budget; and
WHEREAS, The Public Works Department has completed its analysis and determined that separated pathways and expanding the footprint of the asphalt is not possible under the authorized project budget of $600,000; and
WHEREAS, The Council has stated that it wants the proposed repaving project to proceed in a timely manner but that it remains very interested in improving pedestrian accommodations and safety; and
WHEREAS, The Public Works Department suggests keeping the asphalt footprint the same but narrowing the driving lanes to 10 feet to provide for traffic calming and pedestrian lanes on roads that have clear lines of sight such as Main St., Bayview Ave., and Heath St. on an experimental basis; and
WHEREAS, The Public Works Department suggests further that it could develop a separate project, scope of work, and budget for expanded pedestrian lanes and/or separated pathways for Council consideration and that it could do the same for the Soundview Ave. and Waddell Street repaving projects if the Council so desires.
NOW THEREFORE BE IT RESOLVED, that the City Council hereby approves the repaving project and budget described in Ordinance 04-16(A) and the Attached Memorandum from the Public Works Director (Original Projects), and

BE IT FURTHER RESOLVED, that the Council requests 10 foot driving lanes and pedestrian lanes on Main Street, Bayview Avenue, and Heath St. on an experimental basis and authorizes the Administration to begin pricing striping machines for that purpose, and
BE IT FURTHER RESOLVED, that the Council requests that the Administration prepare a budget ordinance and a road LID that would authorize a repaving project for Waddell Street from the Sterling Highway to the Post Office and Soundview Avenue from Mulliken to Forest Glen, and
BE IT FURTHER RESOLVED, that the Council refers the matter of pedestrian lanes and separated pathways to the Transportation Advisory Committee and requests that it prioritize pedestrian needs and recommended improvements community wide consistent with the adopted Non-Motorized Transportation Plan, and make recommendations to the Council. The Public Works Department can then develop projects based upon Council action.
