RESOLUTION 06-70

 

 

A RESOLUTION OF THE HOMER CITY COUNCIL REQUESTING THAT THE ALASKA DEPARTMENT OF TRANSPORTATION REBUILD AND UPGRADE MAIN STREET FROM PIONEER AVENUE TO BUNNELL AVENUE AS SOON AS POSSIBLE IN EXCHANGE FOR THE CITY ASSUMING ULTIMATE OWNERSHIP, MAINTENANCE, AND OPERATIONS RESPONSIBILITY.

 

WHEREAS, The pavement on Main Street, particularly the section owned by the State of Alaska, is badly deteriorated and constitutes a safety and maintenance problem, and

 

WHEREAS, The City plans to address the problem on its section of Main Street from Pioneer Avenue to Bayview Avenue by repaving and providing for pedestrian lanes this summer, and

 

WHEREAS, The State owned section of Main Street, from Pioneer Avenue to Bunnell Avenue is a vitally important transportation corridor because it connects the Pioneer Avenue, Old Town, Sterling Highway, and the soon to be developed Town Center Business Districts, and

 

WHEREAS, Vehicular traffic along this corridor is expected to increase dramatically because of elevated development and business activity in Old Town, construction of a new Fred Meyer store in the town center featuring a primary entrance/exit on Main Street, and the gradual development of the remainder of Town Center and adjacent properties, and

 

WHEREAS, Although Main Street has no pedestrian facilities, a very significant number of pedestrians use that road and the number is expected to increase dramatically in future years, and

 

WHEREAS, Providing for pedestrian facilities (sidewalks, bike trails, pedestrian lanes) would dramatically improve safety and enhance non-motorized transportation, and

 

WHEREAS, The City and the State of Alaska recently entered into a mutually beneficial agreement whereby the State improved Bartlett and Hohe Streets to City Urban Road Standards in exchange for the City assuming ownership and responsibility for maintenance and operations, and

 

WHEREAS, The City and State have discussed a similar agreement with respect to Main Street in the past, and

WHEREAS, It is extremely important that Main Street be rebuilt and upgraded as soon as possible for the reasons expressed above, and

 

WHEREAS, The City Council wishes to enter into a formal agreement with the State similar to the agreement it entered into on Bartlett and Hohe Streets. 

 

NOW THEREFORE BE IT RESOLVED, That the Homer City Council hereby requests that Main Street be rebuilt and enhanced at DOT/PFs earliest possible convenience, and

 

BE IT FURTHER RESOLVED, That the Council hereby states that it is willing to assume ownership and maintenance and operations responsibility for the section of Main Street from Pioneer Ave. to Bunnell Avenue if the State rebuilds the road to City of Homer urban road standards similar to Bartlett Street.
