RESOLUTION 06-76
RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, URGING THE ALASKA DEPARTMENT
OF TRANSPORTATION AND PUBLIC FACILITIES TO RESUME AND COMPLETE ITS ANALYSIS,
DESIGN, AND CONSTRUCTION OF THE COOPER LANDING SEGMENT OF THE STERLING HIGHWAY.
WHEREAS, The Cooper Landing segment of the Sterling Highway is the only land connection to the Western
Kenai Peninsula and its 50,000 residents; and
WHEREAS, The existing road is a hazardous bottleneck resulting in millions of dollars in delays and in many
traffic accidents and fatalities; and
WHEREAS, The Alaska Department of Transportation and Public Facilities (ADOT&PF) began a study of
alternative routes in the 1990s and then suspended its study because of a cutback in highway construction funds; and
WHEREAS ADOT&PF is considering resuming its study; and
WHEREAS this Council in the past has urged completion of the study and accompanying design and
construction of a route on the north side of the Kenai River which would eliminate conflicts with existing
development and provide more sunlight which would assist snow removal.
NOW THEREFORE BE IT RESOLVED that the Homer City Council again urges ADOT&PF to resume and
complete its study of a Cooper Landing bypass and urges prompt budgeting and construction of the selected route.
