RESOLUTION 06-83

 

A RESOLUTION OF THE HOMER CITY COUNCIL EXPRESSING ITS INTENT REGARDING THE POTENTIAL ACQUISITION OF THE CITY HALL BUILDING BY THE UNIVERSITY OF ALASKA.

 

WHEREAS, The University of Alaska, Kachemak Bay Campus, has expressed an interest in acquiring the current City Hall Building so that it can expand and consolidate its campus in Homer, and

 

WHEREAS, The City Council considered this request and by adopting Resolution 03-115 (A), provided the University with the right of first refusal on the building should the Council decide to sell it, and

 

WHEREAS, The City Council has expressed its strong support for the University’s expansion and consolidation plan and has indicated that it would move City Hall to a new location if the University raised the money to purchase the existing City Hall, and

 

WHEREAS, The City included both a new City Hall and funding for the University to acquire the existing City Hall in its 2007 Capital Improvement Priorities (CIP) list that it submitted to the Legislature for consideration, and

 

WHEREAS, The City supports both projects because they help to achieve multiple community development goals which include expanding and consolidating the University campus, promoting Town Center development, and providing a new City Hall that better serves the needs of a growing community, and

 

WHEREAS, The Alaska Legislature provided $2 million dollars for a new City Hall in the 2007 Capital budget, and

 

WHEREAS, The City Council wishes to move forward with the planning effort for Town Center development and a new City Hall while keeping all options open for the University to acquire the existing City Hall and it intends to take steps to encourage and stimulate efforts to make that happen as soon as possible, and

 

WHEREAS, It is important that the Council express its intent with respect to potential acquisition of the existing City Hall by the University so that the University can move forward with planning and budget development.

NOW THEREFORE BE IT RESOLVED, That the City Council expresses its continued strong support for the University’s expansion and consolidation plan, wishes to keep all options open for the eventual acquisition of the existing City Hall by the University, and strongly encourages the University to continue to seek funding for that purpose, and

 

BE IT FURTHER RESOLVED, In order to keep the University consolidation plan moving forward, the Council expresses its willingness to lease the existing City Hall to the University after a new City Hall is constructed until it can obtain the funding needed to purchase the building, and

 

BE IT FURTHER RESOLVED, The Council wishes to make it clear that this offer to lease the existing City Hall to the University is not intended to replace its offer to sell the building or provide the University with the right of first refusal, and

 

BE IT FURTHER RESOLVED, That the City Manager is authorized to negotiate the terms of a Lease Agreement and Sale Agreement with the University Administration which shall be brought back to the Council for final approval subject to all relevant provisions of the Homer City Code.
