RESOLUTION 07-05

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, DELETING THE PROJECT “JOINT USE LIBRARY ADDITION” FROM THE CITY OF HOMER 2007-2012 CAPITAL IMPROVEMENT PLAN.

 

            WHEREAS, A project to build a 1600 square-foot addition onto the existing Homer Public Library to create a “joint-use” City/University library was included in the City of Homer Capital Improvement Plan (CIP) for 2007-2012; and

            WHEREAS, Although the 2007-2012 CIP was adopted by the Homer City Council, members never voted specifically to include the Joint Use Library Addition project; and

            WHEREAS, Concerns have arisen that the project was included in the CIP without adequate support from local college administration, the Kachemak Bay Campus (KBC) advisory board, or from the City of Homer Library Advisory Board; and

            WHEREAS, The college administration and KBC advisory board have made it clear that a joint-use library addition is not a priority for the college in terms of their own fundraising efforts; therefore the burden of fundraising would be on the City of Homer; and

            WHEREAS, The fundraising issues, the feasibility of a joint-use library, and impacts on public library services should be examined further before endorsing a proposal for a joint-use library addition; and

            WHEREAS, There are other ways in which the Homer Public Library can better meet the needs of local college students without incorporating the college library into the public library, and public library staff and the Library Advisory Board are actively working to identify such strategies;

            NOW, THEREFORE BE IT RESOLVED That the Homer City Council delete the “Joint Use Library Addition” project from the City of Homer 2007-2012 Capital Improvement Plan.

            PASSED AND ADOPTED by the Homer City Council this _____ day of January 2007.
