RESOLUTION 07-07

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, ADDING THE PROJECT “MARINER PARK IMPROVEMENTS” TO THE CITY OF HOMER 2007-2012 CAPITAL IMPROVEMENT PLAN.

 

            WHEREAS, Mariner Park is a significant community asset well-used for recreational purposes by Homer area residents and visitors, while also providing habitat for shorebirds and other wildlife; and

            WHEREAS, Population growth and increased tourism activity are placing greater stress on the area and highlighting the need for recreation and safety improvements; and

            WHEREAS, The Homer City Council requested input from the City of Homer Economic Development Commission (EDC) on the concept of a second fishing lagoon at Mariner Park and, in a subsequent meeting, endorsed the idea that the EDC consult with other City boards and commissions to develop recommendations regarding the “highest and best use” of Mariner Park; and

            WHEREAS, The Economic Development Commission solicited input from the Port and Harbor Commission, Parks and Recreation Commission, Planning Commission, and Library Advisory Board regarding “highest and best use” of Mariner Park and specific recommendations for improvement; and

            WHEREAS, Common themes emerged in the feedback provided to the EDC from the other commissions; and

            WHEREAS, The EDC considered these recommendations and developed a list of Mariner Park improvements recommended for inclusion in the City of Homer Capital Improvement Plan.

            NOW, THEREFORE BE IT RESOLVED that the Homer City Council add “Mariner Park Improvements” as a project in the City of Homer 2007-2012 Capital Improvement Plan.
