A RESOLUTION OF THE
WHEREAS, The Intergovernmental
Panel on Climate Change, the world’s most expert scientific body on global
climate change and recipient of the 2007 Nobel Peace Prize, has presented
compelling evidence that human-induced climate change will lead to worldwide
disaster unless urgent action is taken; and
WHEREAS,
Leadership at the local government level has been recognized as critically
important in efforts to combat global climate change; and
WHEREAS,
The Homer City Council established the Global Warming Task Force in January
2007 to study and make recommendations to the City on ways to reduce greenhouse
gas emissions and plan for the impacts of climate change; and
WHEREAS,
The City of Homer joined the Cities for Climate Protection Campaign spearheaded
by ICLEI—Local Governments for Sustainability in March 2007 and resolved to
inventory local greenhouse gas emissions, establish a greenhouse gas reduction
target, develop an action plan to meet the target, implement the plan, and
monitor progress; and
WHEREAS,
The City of Homer also accepted an invitation to participate in the pilot phase
of the ICLEI Climate Resilient Communities campaign, with a focus on preparing
for unavoidable impacts of global climate change; and
WHEREAS,
The Global Warming Task Force has met more than 30 times to develop the
recommendations contained in the Climate Action Plan, and task force members
have spent countless hours between meetings educating themselves about global
climate change and researching strategies for mitigation and adaptation; and
WHEREAS,
Public interest and support for the work of the Global Warming Task Force has
been high, as evidenced by attendance at many task force meetings, City Council
meetings, and at a large public meeting held on
WHEREAS,
The work of the Homer Global Warming Task Force has been praised by other
organizations in Alaska and elsewhere and used as an example for citizens and
local governments hoping to develop similar climate action plans; and
WHEREAS,
The Global Warming Task Force completed its work and presented final
recommendations in the form of a Climate Action Plan to the Homer City Council
and the public for a public hearing on

IT FURTHER RESOLVED that mitigating and adapting to climate change and reducing
City expenditures on electricity and fuel is recognized as a top City priority.
BE
IT FINALLY RESOLVED that the City Manager is authorized to begin implementation
of the plan as soon as possible.
