RESOLUTION 07-114
A RESOLUTION OF THE
WHEREAS,
The City of Homer has entered into several agreements with the Kenai Peninsula
Borough (KPB) on behalf of the Kachemak Emergency
Service Area (KESA) to provide fire and emergency medical services to the area
included within KESA, the most recent of which expires
WHEREAS, In May 2007, representatives from the City, KESA, and the Borough met in Homer to identify areas of concern for the next contract and those concerns included the need for KESA to complete a feasibility study; and
WHEREAS, Since that meeting, a new service area administration has been hired and a request for proposals to conduct a feasibility study has been developed; the responses to which have been received and are presently being evaluated; and
WHEREAS, One of the primary purposes of the feasibility study is to determine if, when and how the KESA board may operate independently from the City of Homer and what the future relationship between the parties might be; and
WHEREAS, Because the feasibility study has not yet been conducted, additional time is needed for the parties to determine the best approach to take in successfully developing an independent fire and emergency response within the Kachemak Emergency Service Area; and
WHEREAS, It is anticipated that this process will take an extended period of time and that the contract being negotiated will address the various steps in that process, including a payment formula which recognize the several steps in scope of services to be provided by the City during the transition process; and
WHEREAS, The City of Homer and the borough administration have begun negotiating a new agreement for the continued provision of fire and emergency medical services to KESA and have not yet reached a final agreement; and
WHEREAS,
The parties estimate that an additional five months,
