RESOLUTION 07-118

A RESOLUTION OF THE HOMER CITY COUNCIL EXEMPTING THE HOMER HOCKEY ASSOCIATION, INC. FROM THAT PORTION OF CITY PROPERTY TAX WHICH MATCHES ANY PORTION EXEMPTED BY THE KENAI PENINSULA BOROUGH AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE ASSOCIATED DOCUMENTS.

 

            WHEREAS, The Homer Hockey Association, Inc. through their use of the Homer Ice Rink has proven to be an asset to the community in providing recreational opportunities for residents in the Homer area; and

 

            WHEREAS, Skating and hockey events bring visitors to Homer utilizing local amenities during their stay; and

 

            WHEREAS, The Homer Hockey Association, Inc. has successfully operated the Homer Ice Rink with funding solely through user fees, advertising and fundraising efforts, and grant proposals; and

 

            WHEREAS, In accordance with the Homer Hockey Association, Inc. lease with Homer Spit Properties their portion of the property tax bill for 2007 is $42,426.80; and  

 

            WHEREAS, Despite the significant growth in revenues and community support the Homer Hockey Association has struggled to meet all of its financial demands; and  

 

            WHEREAS, The Homer Hockey Association, Inc. is taking proactive steps by requesting a Community Use Tax Exemption from the Kenai Peninsula Borough for the 2008 tax year; and

 

            WHEREAS, The Homer Hockey Association, Inc. has been advised by the Borough it is likely an exemption, if granted, will be limited to their contribution to the construction of the rink, which is 30% of the overall assessment of the land and improvements; and

 

            WHEREAS, A matching exemption of City Property Tax would be beneficial for the financial future of the Homer Hockey Association, Inc.

 

            NOW, THEREFORE BE IT RESOLVED, That the Homer City Council hereby exempts the Homer Hockey Association, Inc. from that portion of City Property Taxes which may match any portion exempted by the Kenai Peninsula Borough and that the City Manager is hereby authorized to execute any and all associated documents.

 

            PASSED AND ADOPTED by the City Council of Homer, Alaska this 10th day of December, 2007.
