RESOLUTION 07-20
A RESOLUTION OF THE HOMER CITY COUNCIL AUTHORIZING THE CITY MANAGER
TO ENTER INTO AN AGREEMENT WITH THE KENAI PENINSULA BOROUGH TO
CONTINUE, UNDER THE EXISTING AGREEMENT, TO PROVIDE FIRE AND EMERGENCY
MEDICAL SERVICES TO KACHEMAK EMERGENCY SERVICE AREA UNTIL MARCH 31,
2007, WHILE THE PARTIES NEGOTIATE A NEW AGREEMENT.
WHEREAS, The KPB formed the Kachemak Emergency Service Area to provide Fire and
Emergency Medical Services (EMS) in the service area; and
WHEREAS, The City of Homer entered into a one year agreement, July 2003, with an automatic
one year extension with the KPB on behalf of the KESA to provide Fire and EMS to the area
included in the KESA, the extension expired July 1, 2005; and
WHEREAS, Council authorized the City Manager to enter into an agreement with the Kenai
Peninsula Borough (KPB) to provide Fire and EMS to the Kachemak Emergency Service Area
(KESA) for FY 2006 and July 1 - December 31, 2006 in the amount of $283,955 via Resolution
05-75(A) adopted November 14, 2005; and
WHEREAS, The City of Homer and the KESA Board are negotiating a new agreement for
continued provision of Fire and EMS to KESA; and
WHEREAS, The New agreement is subject to the approval of the KPB Assembly and Homer City
Council; and
WHEREAS, The parties are considering several different options and need more time to complete
negotiations; and
WHEREAS, The parties believe that an additional three months should provide enough time to
develop a new agreement and will facilitate avoiding any disruption in service; and
WHEREAS, The KPB Assembly, through KPB Resolution 2006-103, adopted on December 15,
2006, authorized the KPB Mayor, on behalf of the KESA, to enter into an agreement with the City of
Homer to continue under the existing agreement to provide Fire and EMS until March 31, 2007,
while the parties negotiate a new agreement; and
WHEREAS, The City of Homer will be compensated for these additional months of service based
upon the compensation provision contained in the new agreement.
NOW, THEREFORE, BE IT RESOLVED That the Homer City Council hereby authorizes the City
Manager to enter into an agreement with the KPB to continue, under the existing agreement, to
provide Fire and EMS to KESA until March 31, 2007, while the parties negotiate a new agreement.
