RESOLUTION 07-25(A)
A RESOLUTION OF THE
WHEREAS,
Homer City Code Section 18.08.160 authorizes and directs the City Council to
adopt a Property Management Policy and Procedures Manual by resolution; and
WHEREAS,
The current edition of the Property Management Policy
and Procedures Manual (the Manual) as amended was adopted via Resolution 04-25;
and
WHEREAS,
The City Council wishes to lease certain Municipally owned lands in order to
provide benefits to the public at large by expanding and diversifying the
economy, growing the tax base, and creating jobs; and
WHEREAS,
The Council has reserved lots immediately adjacent to the Fish Dock for
commercial fishing activities in order to retain, enhance, and promote the
commercial fishing and fish processing industries; a historically significant
sector of the Homer economy and one with potential for future growth; and
WHEREAS,
The commercial fishing industry generally is evolving
and is in a transition period and therefore, it is difficult for investors to
make large capital commitments in these uncertain financial times, and
WHEREAS,
The City Lease Committee, based upon its recent experience with lease RFPs and
lease negotiations for land at the fish dock, has made recommendations to the
Council regarding amendments to the Manual; and
WHEREAS,
The proposed amendments are intended to make it easier and provide more
certainty for investors, especially small investors, to make capital
investments at the Fish Dock, while still protecting the interests of the City.
BE IT FURTHER RESOLVED that the Economic
Development Advisory Commission and the Port and Harbor Advisory Commission
shall be authorized to review the policy in its entirety and submit
recommendations at a later date.
BE
IT FURTHER RESOLVED that the City Council hereby adopts the proposed amendments
attached hereto, incorporates them into this resolution by reference, and
amends the Manual accordingly.
