RESOLUTION OF THE
WHEREAS, Establishing a significant reduction in the halibut charter bag limits for a two week period in the middle of the local tourist season could have a markedly negative effect across the charter boat industry and affect the city economy as a whole; and
WHEREAS, The stability of the charter boat industry is highly dependent upon predictability and consistency in daily bag limits of the fisheries resource; and
WHEREAS, The City of Homer is greatly interested in federal resource management programs which add stability to our local economy; and
WHEREAS, The City of Homer has no interest in defining a specific allocation of International ground fish resources; and
WHEREAS, The City of Homer recognizes the need to establish controls in maritime industries which harvest ground fish resources; and
WHEREAS, The City of Homer recognizes that (North Pacific Fishery Management Council) NPFMC is considering a program for managing the halibut charter fleet that will in fact allow growth to happen as demand and economic conditions warrant.
1. Allows the halibut charter fleet to stay within their current guideline harvest levels while offering clients a two fish per day limit for the duration of their season.
2. Allows for growth in the halibut charter industry without an uncompensated taking from the traditional commercial halibut long line fleet.
