RESOLUTION 07-51

 

A RESOLUTION OF THE CITY COUNCIL APPROVING THE CITY OF HOMER 2007 LAND ALLOCATION PLAN.

 

            WHEREAS, The Property Management Policy and Procedures Manual sets policy for municipal land management; and

 

            WHEREAS, Chapter 3 of the Property Management Policy and Procedures Manual establishes that a Land Allocation Plan will be developed annually; and

 

            WHEREAS, The City Council, the Homer Advisory Commissions, with members of the Lease Committee present, discussed the Land Allocation Plan during a Joint Worksession on February 27, 2007; and

 

            WHEREAS, The City Council continued discussions on March 12, 2007 during Committee of the Whole; and

 

            WHEREAS, The Planning Department made recommendations via Memorandum 07-29 and the Port and Harbor Advisory Commission made recommendations via Memorandum 07-23.

 

            NOW, THEREFORE, BE IT RESOLVED by the City Council that the City of Homer 2007 Land Allocation Plan is hereby approved with the following notations:

 

Oscar Munson Subdivision Lot 79

Cranberry Park’ has not been designated as a park. In 2005 the Parks and Recreation Advisory Commission recommended it be a park. No action has been taken.

 

Harry Feyer Lot 1

This piece of land would make a rest stop for walkers and bikers along Kachemak Drive. In 2005 the Parks and Recreation Advisory Commission recommended it be a park. No action has been taken.

 

End of the Road Park

It does not appear that this park was ever allocated as a park. Staff recommends designating this parcel as End of the Road Park.

 

Roger’s Loop Right of Way

There is a small sliver of land that for some reason never became right of way, although it is in the middle of the paved street. Staff recommends Council request the administration to review the issue and formally dedicate the right of way by plat if appropriate.

 

Town Center Land

Currently the designation for the UAA land is for Town Center purposes. However the southern lot which the city has held for some time is allocated for the following: “Held for possible UA/state shared consortium library agreement and land trade for land at Bridge Creek.”  The City has already purchased the Bridge Creek land from the university, and a consortium library is no longer being considered for this site. Staff recommends updating the designated use to Town Center.

 

At the Port and Harbor area:

1. Lot 49 to continue to be utilized for dredge material dewatering.

2. Lots 14 through 35 – RFP process should be delayed until the master parking plan and overslope development standards and issues are dealt with.

3. Lot 8D1 should be reserved for a marine related business which could include a petroleum products tank farm and a pipeline out to the (expanded) Deep Water Dock. This lot to be RFP’d at the appropriate time for this type of marine support activity.

4. Lots 4 through 10 – RFP process should be delayed until the master parking plan is developed.  The East Harbor expansion should be considered.

5. Lot 11 should be held in reserve to attract a container ship/barge operation and/or an  industrial support base operation to the Port of Homer.  This should be a long term lease.

6. Lot 13 – continue its current use as gear storage and cargo staging for DWD cargo.

7. Tract 1A – no recommendations.

8. Barge Beaching Area – the Commission recommends against filling in the area with dredged materials.  This idea may be revisited at a later date. 

●          In addition to these specific recommendations, Commission indicated that it remains important to allow for commercial fishing gear storage in an accessible area. 

●          Regarding overslope development the Commission has specific recommendations by separate Memorandum 06-27.

●          Regarding Lots 9A, 10A, 12C, 13B and the Lot 12 chip pad, the Commission recommends that they be re-advertised for lease as soon as possible.

 

            PASSED AND ADOPTED by the Homer City Council this 9th day of April, 2007.
