RESOLUTION 07-52

                                                                       

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA ASKING THE VOTERS IF ΒΌ OF 1% OF LOCAL TAXABLE SALES SHOULD BE DEDICATED TO THE FUNDING OF A PARKS, RECREATION, AND COMMUNITY SCHOOLS PROGRAM.

 

            WHEREAS, Residents of the lower Kenai Peninsula have demonstrated a willingness to shoulder relatively high sales and property tax burdens to pay for civic and municipal programs that sustain and improve the quality of life in this area; and

 

            WHEREAS, There is strong community support to have the city provide for parks, recreation, and community school activities in addition to providing for the traditional local municipal services of water, sewer, roads, harbor, police, and fire protection; and

 

            WHEREAS, The recent annexation highlighted the disparities between land owners who receive different levels of city services yet pay local property and sales taxes based on the same rate schedule; and

 

            WHEREAS, The City has some sense of obligation to provide for services in a manner that reflects an awareness of how the benefits of tax supported programs are distributed amongst the citizenry; and

 

            WHEREAS, The development of an active local parks, recreation, and community school activity program complete with dedicated funding is an idea whose time has come.

 

            NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby places the following question on the Fall 2007 general election ballot:

 

Shall 1/4 of 1% of local taxable sales be dedicated annually to fund projects and activities related to parks, recreation, and community schools in the general Homer area? (Yes or No) No more than 25% of this revenue stream shall be used to fund program salaries or direct wages. A primary goal of this revenue stream is to support activities that provide significant matching funds from other sources.

 

            PASSED AND ADOPTED by the Homer city Council this 9th day of April, 2007.
