RESOLUTION 07-53(A)
A RESOLUTION OF THE
CITY COUNCIL OF HOMER, ALASKA CREATING THE CITY
HALL - TOWN PLAZA REVIEW COMMITTEE AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR
INTERESTED PARTICIPANTS.
WHEREAS,
Construction of a new City Hall in the Town Center is a top City Council
Capital Improvement Priority and the City has received a legislative
appropriation in the amount of $2 Million dollars for that purpose; and
WHEREAS,
The recently adopted Homer Town Center Development Plan recommends that a new
City Hall or other civic anchor is an important component of any strategy to
stimulate diverse and vibrant development in the Town Center; and
WHEREAS,
Construction of a new City Hall and Town Plaza within the Town Center will
achieve multiple City Council goals including 1) serving the public better by
replacing the existing City Hall building which has exceeded its useful life,
2) allowing the Kenai Peninsula College, Kachemak Bay
Campus, to expand its services and consolidate its campus, and 3) implement the
Town Center Plan and stimulate new growth and development in the downtown core;
and
WHEREAS,
The City Council approved Memorandum 07-52 entitled “City Hall-Town Plaza
Action Plan” at its regular meeting on March 27, 2007; and
WHEREAS,
Memorandum 07-52 recommended the creation of a committee or committees to
assist the Administration and the Council with the most immediate tasks
including site selection, function and space needs of the new building, and a
financing plan.
NOW,
THERFORE, BE IT RESOLVED, That the Homer City Council hereby creates the City
Hall – Town Plaza Review Committee and authorizes the City Clerk to advertise
for interested participants; and
BE
IT FURTHER RESOLVED, That the Council adopts the
following stipulations and statement of intent:
- Commissions shall provide recommendations and the Mayor
shall appoint and the Council shall confirm the members of the Committee
no later than the May
14, 2007 City Council meeting.
- The Committee shall consist of two City Council
members, two Planning Commission members, two Parks and Recreation
Commission members, two members of the former Town Center Committee, and
two public at-large members.
- The Committee shall directly receive staff support
from the City Manager and Department Heads.
- All rules contained in the City Code and the Council
Operating Manual pertaining to appointed Committees are applicable.
- The Committee can call upon recognized experts as
needed and petition the Council for funding for specialized consultants if
necessary.
- The scope of work and responsibility for the
committee shall be to provide the Administration and the Council with
advice and assistance on the most immediate project tasks including site
selection, function and space needs, and a financing plan.
- The Committee shall complete its work on or about August 1, 2007.
- The term of the Committee and its scope of work can
be extended and modified by the Council if it is deemed to be in the best
interest of the City. As this project proceeds, the City will continue to
have a need for a review committee or committees. Examples include review
of RFPs from Architects and contractors, review
of designs and engineered plans, review of proposed final budgets, etc.
This committee may or may not serve that function.
