RESOLUTION 07-54

 

A RESOLUTION OF THE HOMER CITY COUNCIL REQUIRING AN OATH OF OFFICE FOR SPECIFIC CITY EMPLOYEES AND CLARIFYING WHICH EMPLOYEES ARE REQUIRED TO TAKE AN OATH OF OFFICE.

 

            WHEREAS, Resolution 06-149 was approved on October 23, 2006 establishing an Oath of Office for City of Homer Elected and Appointed Officials and Appointed Department Heads; and

 

            WHEREAS, Resolution 06-149 does not specifically state which Appointed Department Heads are required to take the Oath of Office; and

 

WHEREAS, The Homer City Code requires only some Directors to be appointed by the City Manager and confirmed by the City Council; and

 

WHEREAS, Prior to Resolution 06-149, Appointed Department Heads with the exception of the City Clerk have not been required by State law or Homer City Code to take an Oath of Office; and

 

WHEREAS, Currently in addition to a required Oath of Office all employees including Directors are required to adhere to the polices and procedures of the City of Homer Personnel Regulations and their individual job descriptions which govern their conduct and job responsibilities; and

 

WHEREAS, Not all Department Directors are appointed and to provide a consistent and fair policy and comply with the intent of Resolution 06-149 the City Manager will require the following City employees to take the oath of office: Chief of Police, Fire Chief, Finance Director/Treasurer, Accounting Supervisor/Deputy Treasurer, Port and Harbor Director, Public Works Director, Library Director, Personnel Director, City Planner and City Clerk; and

 

WHEREAS, Consistent with AS 29.20.600 the Oath of Office for Department Heads and specific employees will state the following: “I solemnly swear or affirm that I will honestly, faithfully, and impartially discharge my duties as _______________ of the City of Homer to the best of my ability.” 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Homer, Alaska that an Oath of Office will be required for specific City employees as defined by this resolution.

 

PASSED AND APPROVED by the Homer City Council on this 9th day of April, 2007.
