CITY OF HOMER

HOMER, ALASKA

                                                                                                   City Manager/Fire Chief

RESOLUTION 07-73(A)

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA ACKNOWLEDGING THE NEED TO REPLACE FIRE ENGINE 4, ESTABLISHING THAT AS A CAPITAL EQUIPMENT PRIORITY, AND AUTHORIZING THE CITY MANAGER TO SOLICIT PROPOSALS FOR A NEW FIRE ENGINE.

WHEREAS, In a Memorandum dated March 8, 2007, Fire Chief Bob Painter brought the Council’s attention to the fact that Engine 4 is getting old and nearing the end of its useful life; and

WHEREAS, The Chief recommended that Engine 4 either be refurbished or replaced in the near future; and

WHEREAS, The City Administration recommends that replacing Engine 4 with a new engine is in the overall best interest of the City and further, that the Council consider taking a loan to purchase it or examine some of the leasing options that are becoming increasing popular with Fire Departments; and

WHEREAS, Due to the fact that it will take many months to solicit proposals, select a firm, build the apparatus, and deliver it, it is likely that payment for the unit would not be required until FY 2008 Budget end; and

WHEREAS, The estimated replacement cost for Engine 4 is $350,000; and

WHEREAS, Kachemak Emergency Services Area (KESA) has expressed an interest in acquiring Engine 4; and

WHEREAS, The City Manager recommends that the City prepare an RFP to solicit proposals for a new engine for future consideration by the Council.

NOW, THEREFORE, BE IT RESOLVED that the Homer City Council finds that replacing Engine 4 is important for the health and safety of the community and hereby makes it a capital and funding priority.

BE IT FURTHER RESOLVED that every effort will be made to acquire non loan funding for this purchase.

BE IT FURTHER RESOLVED that the Council authorizes the preparation and distribution of an RFP to solicit proposals for construction of a new engine and authorizes the City Manager to execute the appropriate documents.

PASSED AND ADOPTED by the Homer City Council this 25th day of June, 2007.
