RESOLUTION 07-75(A)

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA RESPECTFULLY REQUESTING THAT THE KENAI PENINSULA BOROUGH CONSULT WITH AND INCLUDE THE SOUTH PENINSULA HOSPITAL SERVICE AREA BOARD IN A MEANINGFUL AND CONSTRUCTIVE WAY IN THE NEGOTIATION PROCESS REGARDING THE HOSPITAL OPERATING AGREEMENT.

 

WHEREAS, The South Peninsula Hospital Service Area Board and the South Peninsula Hospital Operating Board are interested in working with the Kenai Peninsula Borough to negotiate a new Hospital Operating Agreement before the current one expires; and

 

WHEREAS, In a letter to Mayor Hornaday dated June 15, 2007, Barbara Howard, Chair of the Service Area Board requested on behalf of both Boards, that the Mayor appoint an elected City official to participate in the pending negotiations over the Operating Agreement; and

 

WHEREAS, The City Council discussed this topic with a group representing the Hospital that included two members of the Service Area Board and two members of the Operating Board at its Committee of the Whole meeting on June 25, 2007; and

 

WHEREAS, The Board members expressed concerns that the Borough could potentially exclude the Service Area Board from contract negotiations and approval and / or make decisions to terminate the Operating Agreement or abolish the Service Area Board without meaningful input from local elected officials; and

 

WHEREAS, The Board members stated further that it was appropriate for the City to be involved in the negotiations because it is the landowner and because it has a vested interest in the long term viability of the hospital; and

 

WHEREAS, The City is on record as consistently supporting a full service, publicly owned and locally operated South Peninsula Hospital.

 

NOW THEREFORE BE IT RESOLVED, that the Homer City Council hereby respectfully requests that the Kenai Peninsula Borough require the signatures of the Operating Board, the Service Area Board, the City, and the Borough on all Hospital Operating Agreements.
