RESOLUTION 07-90

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA GRANTING USE OF CITY LAND FOR CONSTRUCTION OF THE PROPOSED REBER TRAIL AND SUPPORTING AN APPLICATION TO THE ALASKA RECREATIONAL TRAIL GRANT PROGRAM FOR PARTIAL FUNDING.

            WHEREAS, Construction of the Reber Trail, connecting Fairview Avenue to Reber Road/West Hill, has been identified as a community priority in the City’s Capital Improvement Plan since 1998; and

            WHEREAS, The trail will provide access through an area already heavily used by the public for recreation and travel between downtown and West Hill, Diamond Ridge, and Skyline Drive areas; and

            WHEREAS, The trail is identified as an important part of an integrated trail system in the Homer Non-Motorized Transportation and Trail Plan; and

            WHEREAS, The Recreational Trail Grant program, administered by the Alaska Department of Natural Resources, provides funds to develop and maintain recreational trails through a competitive application process; and

            WHEREAS, The trail will be built on City land and on an existing trail easement on private property.

            NOW, THEREFORE, BE IT RESOLVED that the Homer City Council supports the Reber Trail project and pledges to maintain the trail and to ensure public access for at least ten years if it is built.

            BE IT FURTHER RESOLVED that the City of Homer pledges to provide all necessary funds above and beyond the $50,000 requested from the Recreational Trails Program to complete the Reber Trail and to manage grant funds responsibly if a grant is awarded.

            PASSED AND ADOPTED by the Homer City Council this 10th day of September, 2007.
