RESOLUTION 08-105

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, REQUESTING ENSTAR TO ESTABLISH IF THERE IS SUFFICIENT INTEREST FROM ANCHOR POINT AND HOMER RESIDENCES AND BUSINESS IN HOOKING UP TO A NATURAL GAS LINE TO WARRANT DEVELOPING THE DISTRIBUTION SYSTEM AND THAT ENSTAR BE REQUESTED TO INVESTIGATE A JOINT VENTURE FOR SUPPLYING BARGE DELIVERED COMPRESSED NATURAL GAS TO THE OTHER COMMUNITIES OF HOUSE DISTRICT 35.

 

            WHEREAS, A secure local supply of natural gas is essential for the energy security of the southern Kenai Peninsula; and

 

            WHEREAS, Enstar competed with Homer Electric Association before the Regulatory Commission of Alaska and won approval to service Homer with North Fork unit gas; and

 

            WHEREAS, The North Fork unit was required to have at least two production wells to assure sufficient security of supply for construction of a distribution system in Homer and Anchor Point; and

 

            WHEREAS, Armstrong Cook Inlet has successfully drilled a second production well in the North Fork unit; and

 

            WHEREAS, Enstar’s testimony before the Alaska State Legislature was that they need 2,000 homes to sign up for home heating usage in order to develop the natural gas distribution system for Anchor Point and Homer; and

 

            WHEREAS, Citizens are asking city officials where to sign up for potential natural gas service; and

 

            WHEREAS, The communities on the south side of Kachemak Bay and the City of Seward have expressed interest in receiving natural gas via compressed natural gas barge service; and

 

            WHEREAS, The additional volume from compressed natural gas service would help the economics of a pipeline and distribution system to Homer.

 

            NOW, THEREFORE, BE IT RESOLVED that the City of Homer requests Enstar to establish a procedure for determining if there is sufficient interest from Anchor Point and Homer residences and business in hooking up to a natural gas line to warrant developing the distribution system; and

 

            BE IT FURTHER RESOLVED that Enstar be requested to investigate a joint venture for supplying barge delivered compressed natural gas to the other communities of House District 35.
