A RESOLUTION OF THE
WHEREAS, The Homer Advisory Planning Commission approved Conditional Use Permit (CUP) 07-12 which permits and establishes requirements for the proposed Lighthouse Village Project; a mixed use commercial and residential development; and
WHEREAS, The Planning Commission and the State Department of Transportation (DOT/PF) anticipate that this development will generate a significant increase in traffic at the intersection of Homer Spit Road and Kachemak Drive; especially if B Street is not constructed; and
WHEREAS, The Kachemak Drive / Homer Spit Road intersection is currently rated at a Level of Service (LOS) C, the minimum required by the Homer City Code; and
WHEREAS, The Homer Intersection Study conducted by DOT/PF indicated that the Homer Spit Road / Kachemak Drive intersection would reach an undesirable LOS by 2011 regardless of whether the Lighthouse Village Project reached full build-out and recommended that the intersection be re-evaluated in 2010; and
WHEREAS, CUP 07-12 stipulates that upon 50% completion of the building area, the road/driveway improvements to Homer Spit Road, Lighthouse Village Drive, and Kachemak Drive (assuming no B Street improvements) shall be completed and paved; and
WHEREAS, CUP 07-12 stipulates further that upon 50% completion of the building area, an LOS of C or better is required at the intersection of Homer Spit Road, Lighthouse Village Road, and Kachemak Drive; and
WHEREAS, DOT/PF has determined that if traffic increases as projected and full project build-out occurs, the only way to meet this level of service is with a traffic signal or roundabout; and
WHEREAS, The applicant has expressed a willingness to pay one half of the cost of constructing the necessary improvements and has contacted DOT/PF in order to enter into a development plan and cost sharing agreement; and
WHEREAS, The proposed development and intersection improvements include pedestrian safety enhancements that will benefit the community at large.
NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby expresses its support for traffic control and intersection improvements at the intersection of Homer Spit Road, Kachemak Drive, and the proposed Lighthouse Village Road pursuant to the conditions and requirements described in CUP 07-12 and the Homer Intersection Study.
