RESOLUTION 08-14

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA AUTHORIZING AN APPLICATION FOR FUNDING TO THE ALASKA ENERGY AUTHORITY’S ALTERNATIVE ENERGY GRANT PROGRAM FOR A PRECONSTRUCTION GRANT TO ASSESS THE FEASIBILITY OF DEVELOPING HYDROELECTRIC POWER USING CITY WATER LINES.

             WHEREAS, The City of Homer municipal water system includes waterlines that drop 900 feet from the water treatment plant into the heart of town; and

            WHEREAS, There is reason to believe that these waterlines hold considerable potential as a source of renewable electric power generation utilizing microturbine technology; and

            WHEREAS, The Homer Climate Action Plan adopted by the Homer City Council states that the City will “research, develop and utilize renewable/alternative energy;” and

WHEREAS, Homer Electric Association, Inc. has expressed interest in working with the City of Homer to investigate and possibly develop a renewable energy source utilizing the waterlines; and

WHEREAS, The Alaska Energy Authority is accepting proposals for alternative energy projects and may award grants equal to 80% of approved preconstruction costs, not to exceed $100,000 per grant.

                      NOW, THEREFORE, BE IT RESOLVED that the Homer City Council supports and authorizes City staff to submit application for funding to the Alaska Energy Authority’s alternative energy grant program for a preconstruction grant to assess the feasibility of developing hydroelectric power using City waterlines, and authorizes a cash and/or in-kind contribution to meet the match requirements of the grant.

BE IT FURTHER RESOLVED that Public Works Director Carey Meyer is authorized to represent the City of Homer for purposes of this application.

BE IT FINALLY RESOLVED that the Homer City Council hereby states that the City of Homer is in good standing with respect to existing credit and federal tax obligations.
