RESOLUTION 08-16

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, EXPRESSING SUPPORT OF HOUSE BILL NO. 288, “AN ACT RELATING TO NET ENERGY METERING FOR RETAIL ELECTRICITY SUPPLIERS AND CUSTOMERS”.

 

            WHEREAS, Net metering is the measurement of the difference between electricity purchased from a utility and electricity produced from a customer’s private generating equipment; and   

 

            WHEREAS, Net metering allows home owners, businesses, government entities and institutions to generate electricity from alternative energy technology and feed it back into the electrical grid to offset electricity purchased from utilities; and

 

            WHEREAS, Forty-two states and Washington D.C. have already adopted net metering legislation and Alaska has yet to adopt such legislation; and

 

            WHEREAS, Representative Paul Seaton has introduced House Bill No. 288 in the 2008 legislative session for the creation of regulations that establish net metering of electricity in Alaska; and

 

            WHEREAS, The Climate Action Plan was adopted by the Homer City Council on December 10, 2007 by Resolution 07-106; and

 

            WHEREAS, The Climate Action Plan recommends that the City of Homer support adoption of local, state and federal regulations that promote the use of renewable energy technology which leads to the reduction of green house gas emissions.

 

            NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, officially supports House Bill No. 288, “An Act Relating to Net Energy Metering for Retail Electricity Suppliers and Customers”.

 

            PASSED AND ADOPTED by the Homer City Council this 11th day of February, 2008.
