RESOLUTION 08-30

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, IMPLEMENTING THE RECOMMENDED CHANGES TO THE DESIGN CRITERIA MANUAL FOR STREETS AND STORM DRAINAGE RURAL ROADS CLASSIFICATION REGARDING PRISM (ROAD WIDTHS) TEMPLATE, VERTICAL CURVE SPEEDS, BACKSLOPES, INTERSECTION GRADES, ROAD GRADES AND CUL DE SAC RADIUS.

 

             WHEREAS, The City of Homer Transportation Advisory Committee has reviewed the Design Criteria Manual for Streets and Storm Drainage and determined many sections are antiquated and need updating; and

 

            WHEREAS, The Continued Development of Property on the Bluff and Steep Slopes will increase in the future; and

 

            WHEREAS, The Transportation Advisory Committee has determined that the Prism Template, Vertical Curve Design Speed; Backslopes; Intersection Grades; Road Grades; and Cul de Sac Radius in the Rural Roads Classification were the first to be updated; and

WHEREAS, The Transportation Advisory Committee recommends that City Council change the Prism Width or Template to 22 feet for road widths with 30 inch depth of gravel at shoulders, crowned at 3% if it is gravel and 2% if it is paved with a minimum 2.5 to 3 feet of shoulder, and a flat sub-grade; Authorize Public Works to use a 1.5:1 ratio on cut backslopes which represents 30 degrees if it is determined that soils would permit it; The grade of a road intersecting a through road cannot exceed four (4%) percent; The vertical curve transitioning into a changing grade must have a minimum K factor of twenty (20). The maximum grade allowed for a Rural Road is twelve (12%) percent. The maximum grade for a through road through an intersection is eight (8%) percent; Cul de Sac radius’ reduced to thirty (30) feet from thirty-eight (38) feet; Vertical Curve Design Speeds to remain at the existing recommendation of twenty (20) miles per hour; and

 

              WHEREAS, The Transportation Advisory Committee strongly recommends that the City Council update these Rural Road Classifications in the Design Criteria Manual for Streets and Storm Drainage; and     

 

             NOW, THEREFORE, BE IT RESOLVED that the Homer City Council supports the recommendations of Transportation Advisory Committee for changes to the Design Criteria Manual for Streets and Storm Drainage as described above.


            BE IT FURTHER RESOLVED that the Council hereby authorizes these changes to be effective April 1, 2008 to coincide with the start of the Construction or Building season.
