A
RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, SUPPORTING THE HOMER SOIL AND
WATER CONSERVATION DISTRICT’S 2009 STATE RECREATIONAL TRAILS APPLICATION FOR
TRAIL IMPROVEMENTS ON THE CALVIN AND COYLE TRAIL.
WHEREAS, Kachemak Heritage Land
Trust (KHLT) is the sole owner of
properties situated in Homer, Alaska, known as the Calvin and Coyle and
Buxton properties more particularly described as Kenai Peninsula Borough numbers
179-03-051, 179-03-052, 179-03-053, 179-03-054, 179-03-055 and 179-03-056; and
WHEREAS, Homer Soil and Water
Conservation District (HSWCD) has coordinated with KHLT as a qualified partner
organization for managing the Recreational Trails Program grant; and
WHEREAS, Established, once popular
interpretive trails on the 10.5 acre Calvin and Coyle property lack the
durability required for daily summertime non-motorized foot traffic,
diminishing the trail’s popularity as an educational and recreational tool; and
WHEREAS, The 18.7 acre Buxton parcel
donated to the KHLT in 197 is adjacent to the Calvin and Coyle parcels and
connects the Calvin and Boyle parcels to the Paul Banks Elementary School
(Kenai Peninsula Borough land); and
WHEREAS, The Buxton’s parcel’s
proximity to the established Calvin and Coyle trail and its diverse range of
habitat make it ideal for trail and interpretative material development; and
WHEREAS, Homer Soil and Water
Conservation District plans to apply for a Recreational Trails Program grant to
fund the construction of a new section of trail on the Buxton property and to
fund improvements to the existing Calvin and Coyle trail; and.
WHEREAS, The City of Homer has
adopted a Homer Non-Motorized Transportation and Trails Plan and the Calvin and Coyle Trail is included
as an existing trail.
WHEREAS, The City of Homer supports
improvements to the Calvin and Coyle Trail and is providing in-kind and
material support by assisting with development of the proposed new pedestrian
parking area and providing trail access on and across a platted Right of Way.
NOW, THEREFORE, BE IT RESOLVED that
the Homer City Council supports the efforts of the Homer Soil and Water
Conservation District to obtain grant funding for trail improvements and
construction on the Calvin and Coyle and Buxton properties.
