RESOLUTION 09-103

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, IN SUPPORT OF THE RECLASSIFICATION OF TEN ACRES OF BOROUGH LAND IN THE HOMER AREA OFF OF LOOKOUT RIDGE AVENUE FROM RESIDENTIAL TO RECREATIONAL.

 

            WHEREAS, The Kenai Peninsula Borough Land Management Division has received a petition to reclassify 10 acres of borough land in the Homer area from Residential to Recreational; and

 

            WHEREAS, The 10 acres of Borough land is near Ohlson Mountain Road in Homer; and

 

            WHEREAS, The Kachemak Nordic Ski Club currently leases 90 acres of Borough land in the surrounding area: and

 

            WHEREAS, There has been no demonstrated present or future need for additional residential lots in this area in addition to what the private sector may offer;

 

            WHEREAS, Cross country ski trails have been developed on the 10 acre parcel classified as residential which are an integral part of the trail system; and

 

            WHEREAS, The terrain of the 10 acre parcel promotes a recreational classification as the trail provides a rest slope for skiers; and

 

WHEREAS, The Kenai Peninsula Borough School District is the primary trail user and this trail system can help the Kenai Peninsula become a major ski event destination; and

 

WHEREAS, There is now substantial economic value received by the Borough and the City of Homer when trails are used for ski events and recreationalists: and

 

            NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, supports the reclassification of ten acres of Borough land in the Homer area off of Lookout Ridge Avenue from Residential to Recreational.

 

            PASSED AND ADOPTED by the Homer City Council this 28th day of September, 2009.
