A RESOLUTION OF THE HOMER CITY
COUNCIL AMENDING THE CITY COUNCIL'S OPERATING MANUAL, GENERAL AGENDA AND PACKET
DISTRIBUTION INFORMATION—WORKSESSIONS, AND GENERAL AGENDA AND PACKET
DISTRIBUTION INFORMATION—COMMITTEE OF THE WHOLE, TO PROVIDE THAT THE COUNCIL MAY MEET IN WORKSESSIONS, SPECIAL
MEETINGS, AND EXECUTIVE SESSIONS BETWEEN 4:00 P.M. AND ENDING NOT LATER THAN
5:50 P.M. BEFORE A REGULAR COUNCIL MEETING, AND THAT THE COUNCIL MAY MEET AS A
COMMITTEE OF THE WHOLE BETWEEN 5:00 P.M. AND 5:50 P.M. BEFORE A REGULAR COUNCIL
MEETING.
WHEREAS,
Ordinance No. 09-54 provides that regular City Council meetings shall begin at
6:00 p.m. instead of 7:00 p.m.; and
WHEREAS,
The schedule for meetings of the City Council in a worksession
and as a committee of the whole before the regular council meeting must be
adjusted accordingly.
BE IT
RESOLVED by the City Council that:
Section
1. The City
Council’s Operating Manual, General Agenda and Packet Distribution Information—Worksessions,
is hereby amended to read as follows:
Worksessions, Special Meetings, and Executive
Sessions
May be called
at any time, including
beginning at 4:00 p.m. and ending not later than 4:50 5:50 p.m. before a
Regular Council Meeting, with proper notice to the public.
The agenda and packet information may be handed out at the worksession depending on the nature of the
session. No formal action may be
taken. May be called
by Mayor or four Councilmembers.
Public notice requirements are relaxed but should be at least broadcast
as soon as possible and repeated at least two additional times prior to the
session. Reference: HCC 1.14 and 1.24.
Section
2. The City
Council’s Operating Manual, General Agenda and Packet Distribution Information—Committee
of the Whole, is hereby amended to read as follows:
Committee of the Whole
The Committee of the Whole may
meet prior to every Regular Council Meeting beginning at 5:00 p.m. and ending
not later than 5:50 p.m. when scheduled worksessions
do not exceed 4:50 p.m. This is a device
to enable the full Council to give detailed consideration to a matter under
conditions of freedom approximating those of a committee. The results of any
votes taken are not the final action of the Council and are recommendations.
The Mayor shall be the presiding officer. No text may be altered in any agenda
item for Council's Regular meeting; however, amendments may be recommended.
Section 3.
This resolution shall take effect on the effective date of Ordinance No.
09-54.
