RESOLUTION 09-15

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, APPROVING A REQUEST FOR PROPOSALS TO CONDUCT A HOMER SPIT COMPREHENSIVE PLAN AND ASSOCIATED PARKING STUDY.

 

            WHEREAS, At a joint workshop conducted last year, the Homer City Council, the Homer Advisory Planning Commission, and the Homer Port and Harbor Advisory Commission concluded that it was in the best interest of the City to conduct a Spit Parking Plan that analyzed existing problems, projected future problems and proposed solutions; and

 

            WHEREAS, The Council subsequently adopted Ordinance 08-33 which allocated $15,000 for a parking study; and

 

            WHEREAS, The Homer Advisory Planning Commission recently recommended to the Council that it allocate $50,000 from the Planning Reserves to complete a Spit Comprehensive Plan; and

 

            WHEREAS, The City Council subsequently adopted Ordinance 08-22(A) on September 8, 2008 which allocated funds for this purpose; and

 

            WHEREAS, At its regular meeting on January 12, 2009, the Council recommended that an RFP be issued as soon as possible so that the consultants could observe and take advantage of the upcoming busy summer season; and

 

            WHEREAS, The Council recommended further that the authorized parking study and the Spit Comprehensive Plan take place at the same time and that the parking study be incorporated into the Plan; and

 

            WHEREAS, The Planning Staff have prepared an RFP that accomplishes these recommendations and submitted same to the Council for review and approval.

 

            NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby approves the Request for Proposals submitted by the Planning Staff and authorizes the City Manager to begin advertising.

 

            PASSED AND ADOPTED by the Homer City Council this 26th day of January, 2009.
