RESOLUTION 09-16

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING AND SUPPLEMENTING THE CITY’S APPROVED LIST OF PROJECTS TO BE SUBMITTED FOR POSSIBLE INCLUSION IN THE PROPOSED FEDERAL ECONOMIC STIMULUS PACKAGE.

 

            WHEREAS, At its regular meeting on January 12, 2009, the City Council adopted Resolution 09-10 entitled “ A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, APPROVING A LIST OF PROJECTS TO BE SUBMITTED FOR POSSIBLE INCLUSION IN THE PROPOSED FEDERAL ECONOMIC STIMULUS PACKAGE”; and

 

            WHEREAS, During discussion of Resolution 09-10, the Council indicated that it would like to have an opportunity to further discuss and perhaps amend and/or supplement this list of projects; and

 

            WHEREAS, Since Resolution 09-10 was adopted, new details about the specifics of the proposed stimulus package have emerged that would have an impact upon the list of projects the Council might submit; and

 

            WHEREAS, Those new details include a longer period for design and permitting, possible loan forgiveness for water and sewer projects constructed under the revolving loan fund, and a clear and strong emphasis on education, water and sewer, and green energy projects; and

 

            WHEREAS, The Council discussed the Economic Stimulus Package in the Committee of the Whole Meeting and the Regular Meeting on January 26, 2009.

 

            NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby amends and supplements the list of projects nominated for inclusion in the proposed Federal Economic Stimulus Package contained in Resolution 09-10; and

 

            BE IT FURTHER RESOLVED that the Homer City Council hereby expresses its’ support for the following community revitalization/stimulation program to include:

·        New City Hall

·        Town Center Infrastructure

·        College Expansion

·        Voc-Ed Center

·        Intersection and Road Improvements

·        Port And Harbor Maintenance (Includes Floats And Ramp 3)

·        Deep Water Dock Expansion

·        Museum Renovation

In the absence of approval of the entire community revitalization/stimulation package, we would support the individual items listed below; and

 

BE IT FURTHER RESOLVED that the Homer City Council hereby certifies that the following list of projects have been thoroughly vetted by the Council and by the community through the City’s regular Capital Improvement Program process and are eligible for the Economic Stimulus Package; and

 

BE IT FURTHER RESOLVED that the Council agrees to provide a local match for City Projects not less than 10% of the total project cost.

            BE IT FURTHER RESOLVED that the City Council hereby expresses its support for the following non-City projects:
