RESOLUTION 09-19

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE DESIGN CRITERIA MANUAL FOR STREETS AND STORM DRAINAGE APRIL 1985, REVISED FEBRUARY 1987, TO ADOPT A NEW ARTICLE, ARTICLE 5.13, NON-MOTORIZED TRAILS AND PUBLIC ACCESS EASEMENTS.

WHEREAS, Council approved a contract for William Nelson and Associates of Kenai, Alaska, to prepare a Trails Design Criteria Manual; and

WHEREAS, The manual is to become part of the Design Criteria Manual and provide criteria for trail easements, criteria for primitive, gravel and paved trails and provide guidance on how trails will be incorporated in new subdivisions and City projects; and

WHEREAS, The manual is to provide guidelines and design criteria for establishing public access easements and for designing trails within such easements; and

WHEREAS, The Draft Trail Design Criteria Manual was reviewed and approved by the Homer Advisory Planning Commission, the Transportation Advisory Committee, and the Parks and Recreation Advisory Commission; and

WHEREAS, Adopting design guidelines for non-motorized transportation facilities is a stated goal of the Homer Non-Motorized Transportation and Trail Plan, part of the Homer Comprehensive Plan.

NOW, THEREFORE, BE IT RESOLVED Article 5.13 Non-Motorized Trails and Public Access Easements will be incorporated in the Design Criteria Manual to provide design criteria and guidelines.

            PASSED AND ADOPTED by the Homer City Council this 9th day of February, 2009.
