RESOLUTION 09-20

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, DIRECTING THE CITY ADMINISTRATION TO TRACK SALES TAX REVENUES GENERATED BY PORT AND HARBOR OPERATIONS AND TRANSFER THOSE REVENUES INTO THE PORT AND HARBOR ENTERPRISE FUND ON AN ANNUAL BASIS AS PART OF THE NORMAL BUDGET APPROVAL PROCESS.

 

            WHEREAS, The Port and Harbor Commission has been reviewing the Port and Harbor Operating Budget; and

 

            WHEREAS, The Commission has taken an interest in revenue sources for the enterprise fund, particularly fees charged for services; and

 

            WHEREAS, The Commission has noted on numerous occasions that the Port and Harbor is a major economic engine for the City of Homer and that operations there generate significant sales tax revenues which accrue primarily to the General Fund; and

 

            WHEREAS, The Commission believes that some of the sales tax revenues generated by Port and Harbor operations should be collected and transferred to the Port and Harbor Enterprise Fund; and

 

            WHEREAS, The Commission clarified its position at its regular meeting on January 29, 2009 by adopting a motion requesting that the Council track sales tax revenues generated by Port and Harbor Operations (crane rentals, ice sales, moorage, etc) and transfer those revenues to the Port and Harbor Enterprise Fund; and

 

            WHEREAS, The City Manager has sponsored this resolution at the Commission’s request in order to get this recommendation on the table for Council discussion.

 

            NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby directs the City administration to track sales tax revenues generated by Port and Harbor operations and to transfer those revenues to the Port and Harbor Enterprise Fund on an annual basis as part of the normal budget approval process.

 

            PASSED AND ADOPTED by the Homer City Council this 9th day of February, 2009.

Fiscal Note: To be determined. Rough Estimate $135,000 (based upon Port and Harbor revenues times 4.5%) Does not take into account the sales tax ceiling of $500.00 or that not all revenues sources are taxable. Needs more work.
