RESOLUTION 09-39

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, EXPRESSING SUPPORT FOR THE KACHEMAK BAY RESEARCH RESERVE GRANT APPLICATION TO REMOVE DERELICT FISHING GEAR AND OLD CRAB POTS FROM KACHEMAK BAY.

 

            WHEREAS, The American Recovery and Reinvestment Act (Stimulus Bill) contains funding directed through the National Ocean and Atmospheric Administration (NOAA) for the purpose of restoring ocean and shoreline habitat; and

 

            WHEREAS, The Kachemak Bay Research Reserve (KBRR) has submitted a grant application under this program and requested approximately $1.7 Million to remove derelict fishing gear and old crab pots from Kachemak Bay; and

 

            WHEREAS, This project, if funded, will have positive impacts upon the local economy because it will stabilize existing jobs, provide new revenues to existing businesses, circulate funds through the economy generally, and provide revenue to the Port and Harbor Enterprise Fund; and

 

            WHEREAS, This project, if funded, will have important environmental and ecological impacts because it will reduce mortality rates caused by old gear and “ghost pots” that are still “fishing”, increase overall knowledge of benthic habitats, provide new tools for fisheries managers, and help crab and other stocks recover.

 

            NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby expresses its support for KBBR’s application to NOAA to remove derelict fishing gear and old crab pots from Kachemak Bay.

 

            PASSED AND ADOPTED by the Homer City Council this 13th day of April, 2009.
