RESOLUTION 09-47(A)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER,
ALASKA ESTABLISHING A SCHEDULE OF RATES AND FEES FOR WATER SERVICE, AND
REPEALING RESOLUTION 07-119(A).
WHEREAS, Homer City Code 14.08.080 Schedule
of Rates—Rules and Regulations, is being amended to provide that the rate
schedule for water utility services is adopted by resolution and shall be
reviewed biennially and amended, as necessary, to take effect on July 1; and
WHEREAS, The rate structure
is broken down into 3 user groups with the actual cost per gallon based on the
individual user groups’ actual percentage of the total volume of gallons of water used on a biennial basis; and
WHEREAS, The
proposed rate model includes the dollar amounts necessary to fund 20%
depreciation toward the repair and maintenance of the water and sewer systems;
and
WHEREAS, The
monthly service charge to all customers will be the same, a flat fee of $25;
and
WHEREAS, Billing for the
actual gallons used benefits customers who conserve and use less.
NOW, THEREFORE, BE IT RESOLVED that:
Section 1. The schedule of rates and fees for city water
service is amended to read as follows:

Rate Schedule.
All water utility services shall be billed according
to the following schedule. This schedule
is for monthly water service and is in addition to any charges for connecting
or disconnecting the service, installation of the service or any assessment of
the improvements.

$1,225.00 |
$750 meter deposit shall apply to metered fire hydrant
connections. The deposit will be returned when the meter is returned undamaged.
This deposit may be waived upon the recommendation of the Public Works
Superintendent.
If a bulk water customer purchases a meter from the
City for measuring the quantity of water purchased, it shall be exempt from the
monthly meter service charge. It is the responsibility of the bulk water
customer to maintain that meter so the City can accurately determine the amount
of water being purchased. In the event the meter fails, it is the bulk water
customer's responsibility, at its expense, to repair it or purchase a
replacement meter from the City. The City may at any time test the meter for
accuracy.
Section 2. Resolution 07-119(A) is repealed.
Section 3. This resolution
shall take effect with the bills for the first full month of service beginning
after July 1, 2009.
