RESOLUTION 09-86(A)

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION IN THE AMOUNT OF $163,000 FOR AMERICAN RECOVERY AND REINVESTMENT ACT  (ARRA / STIMULUS) FUNDING ADMINISTERED BY THE ALASKA DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC DEVELOPMENT AND STIPULATING THAT THE GRANT APPLICATION SHALL BE FOR SKYLINE FIRE STATION PHASE 1 AT $85,000, THE FISHING LAGOON AT $55,000, AND THE BALANCE ALLOCATED FOR THE COMPLETION OF PROGJECTS AT JACK GIST PARK.

 

            WHEREAS, The American Recovery and Reinvestment Act (ARRA) contained funding for municipalities to address anticipated shortfalls in tax revenues due to the downturn in the economy; and

 

            WHEREAS, This stimulus package funding was funneled through the states and the Alaska share is being administered by the Alaska Department of Commerce, Community, and Economic Development (ADCCED); and

 

            WHEREAS, Under the approved allocation formula, the City of Homer is eligible to receive $163,000; money that can be used for a wide variety of purposes however, the primary objective of the legislation is to either retain or create jobs; and

 

            WHEREAS, The funding will be distributed in the form of reimbursable grants; and

 

            WHEREAS, The City Council was provided with a list of potential capital projects and other uses for the money and discussed this funding at its regular meetings on July 27, August 10, and August 24, 2009.

 

            NOW THEREFORE BE IT RESOLVED that the Homer City Council hereby authorizes the City Manager to submit a grant application for ARRA funding administered by ADCCED and stipulates that the application shall be for Skyline Fire Station Phase 1 at $85,000, The Fishing Lagoon at $55,000 and the Balance Allocated for the Completion of Projects at Jack Gist Park.

 

            PASSED AND ADOPTED by the Homer City Council this 24th day of August, 2009.
