RESOLUTION 09-87
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, REQUESTING THAT THE KENAI PENINSULA BOROUGH SHARE A PORTION OF THE $16 MILLION DOLLARS IT RECENTLY RECEIVED FOR ROAD MAINTENANCE PROJECTS WITH THE CITIES LOCATED WITHIN THE BOROUGH.
WHEREAS, The Kenai Peninsula Borough has received or is about to receive $16 Million dollars in grant funding for road maintenance projects ($8 Million, 2008 State Capital Bill, SB 221 and $8 Million, $271 Million Statewide Road Improvement Bond Sale approved last fall); and
WHEREAS, The $8 Million obtained by the Borough through the 2008 State Capital Bill has been accepted and appropriated by the Borough Assembly (Ordinance 2008-19-11) and although no specific projects were identified by either the State or the Mayor’s office at that time, a back-up memo from the Mayor’s office made it clear that the money was intended for Borough Road Service Areas only; and
WHEREAS, The $8 Million obtained by the Borough through the statewide bond sale has not yet been received and is not allocated for any specific projects, although the Mayor’s office has indicated that it intends to use all of it for projects within Borough Road Service Areas; and
WHEREAS, Cities are part of the Borough, function as enhanced service areas, and provide road maintenance services that benefit all Borough residents; and
WHEREAS, Cities contain approximately 40 percent of the Borough population and maintain approximately 20 percent of the locally maintained roads within the Borough; and
WHEREAS, City residents tax themselves for road maintenance services just like residents of Borough Road Service Areas and Cities have experienced declines in tax revenues due to the downturn in the economy, just like the Borough; and
WHEREAS, The Borough has a responsibility to provide services and financial assistance to all borough residents and service areas, including cities.
NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby joins the Cities of Seward, Kenai, Soldotna, and Seldovia in formally requesting that the Kenai Peninsula Borough share a portion of the $16 Million it has received for road maintenance with cities within the Borough; and
BE IT FURTHER RESOLVED that the Council hereby offers to participate with the Borough and the other Cities in discussion that might follow regarding an equitable allocation formula.
