RESOLUTION OF THE
WHEREAS, On September 14, 2009 via Resolution 09-98 the Homer City Council authorized the City Manager to apply for, execute and accept loan monies to complete rehabilitation work on the sanitary sewer system in the amount of $1.8M (90% forgiven when complete); and
WHEREAS, These funds are part of the economic stimulus program funded through the Alaska Clean Water Fund; and
WHEREAS, Public Works needed assistance to meet the funding deadlines, with a signed construction contract due prior to January 16, 2010; the City Council on September 28, 2009 awarded the design and construction assistance contract to Bristol Environmental and Engineering Services Corporation (BEESC) in the amount of $50,000; and
WHEREAS, At the time of award of the design and construction assistance contract the scope of work was not clearly known and provided for only design and construction bidding assistance. Now that the project has been designed and the full scope of work regarding construction inspection is known, the original contract with BEESC needs to be modified to include all required construction inspection work; and
WHEREAS, The funding for this project includes adequate monies to cover the expected construction assistance work and the contract amount for design/construction assistance is within the normal and excepted percentage of the cost of construction, and
WHEREAS, This award is not final until notice is received by BEESC of Anchorage, Alaska, from the City of Homer.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, hereby approves the modification to the BEESC contract for bid preparation/construction assistance services for the Homer Sanitary Sewer Rehabilitation Project increasing the maximum contract amount to $112,000 and that the City Manager is hereby authorized to execute the appropriate documents.
