A RESOLUTION OF THE HOMER
CITY COUNCIL MODIFYING THE HOMER COMPREHENSIVE PLAN BY CHANGING THE LAND USE
RECOMMENDATION MAP TO INCLUDE CONSERVATION LANDS, PARKS AND RECREATION LAND,
AND WETLANDS, AND KEEPING ALL CURRENTLY ZONED RURAL RESIDENTIAL LAND THE SAME
ON THE NEW LAND USE RECOMMENDATION MAP AND POSTPONING ADOPTION OF ORDINANCE
09-40(S) UNTIL THE PUBLIC IS ABLE TO TESTIFY ON THESE CHANGES AT THE FEBRUARY
22, 2010 HOMER CITY COUNCIL MEETING.
WHEREAS, The Homer Comprehensive
Plan has been in process since 2007; and
WHEREAS, The Homer Comprehensive Plan, the version dated
January 11, 2010, is now before the Homer City Council for approval; and
WHEREAS, Affected landowners in new land use designations
have testified both in person and in writing regarding their non-support for
those new designations; and
WHEREAS, The Homer City Council passed Resolution 07-09
which adopted a map of the functional assessment of wetlands in the Homer area;
and
WHEREAS, The public requests that the Land Use
Recommendation Map on page 4-7 of the Homer Comprehensive Plan reflect the City’s
designated conservation lands, the City’s recreational parks and trails, and
the City’s functional assessment of wetlands from the document generated by
Resolution 07-09; and
WHEREAS, The public requests that all areas currently
zoned Rural Residential in the current City of Homer zoning map remain Rural
Residential on the Land Use Recommendation Map on page 4-7 of the Homer Comprehensive
Plan; and
WHEREAS, The public requests that definitions in the
Homer Comprehensive Plan text be revised so as to be consistent with all recommendations
on the Land Use Recommendation Map; and
WHEREAS, An ad hoc group intends
to present a copy of the proposed Land Use Recommendation Map at the February 8,
2010 Homer City Council meeting.
Now, Therefore, be it resolved that the Land Use
Recommendation Map in the Homer Comprehensive Plan be revised to reflect the City’s
designated conservation lands, the City’s recreational parks and trails, and
the City’s functional assessment of wetlands from Resolution 07-09.
BE IT FURTHER RESOLVED that all
areas currently zoned Rural Residential in the current City of Homer zoning map
remain Rural Residential on the new Land Use Recommendation Map.
BE IT FURTHER RESOLVED that
definitions in the Homer Comprehensive Plan text be revised so as to be
consistent with all designations on the Land Use Recommendation Map.
BE IT FURTHER RESOLVED that the
adoption of Ordinance 09-40(S) be postponed until February 22, 2010 to enable
citizens of Homer to testify on the proposed changes.
