RESOLUTION

A RESOLUTION OF THE CITY COUNCIL OF
HOMER, ALASKA, AWARDING THE CONTRACT FOR DISPOSAL OF JUNK CARS TO THE FIRM OF
MOORE AND MOORE SERVICES INC., DBA QUICK SANITATION, AND AUTHORIZING THE CITY
MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.
WHEREAS, The City recently issued an Invitation to Bid for disposal of junk
vehicles to HCC 3.16.110: Competitive Sealed Proposals – Negotiated
Procurement; and
WHEREAS, The Invitation to Bid was published in accordance with the City Code
and appeared in the Homer Tribune on March 17th and 24th,
the Peninsula Clarion on March 21th and the Anchorage Daily News on March
21, 2010; and
WHEREAS, Bids / Proposals were due in the Office of the City Clerk on March 31,
2010 and there were three bids; and
WHEREAS, A
Bid / Proposal Review Committee evaluated and scored the proposals and rated
Moore and Moore Services Inc. the highest with respect to both price and
responsiveness to the objectives and criteria contained in the RFP; and
WHEREAS,
The Review Committee recommends that the contract be awarded to Moore and Moore
Services Inc. dba Quick Sanitation of Homer, Alaska.
WHEREAS,
The City Council reviewed the proposal at its regular meeting on April 12, 2010
and requested that the City Manager enter into further negotiation with Moore
and Moore Inc.; and
WHEREAS,
Moore and Moore submitted a revised proposal that includes the processing of
100 vehicles at $150 per voucher, a $50 fee for towing if requested, charged
directly to the vehicle owner, and assurances from the Council that the
contract can be renewed for up to three years provided that the program goes
well and Council funds it in future years.
NOW,
THEREFORE, BE IT RESOLVED that the City Council hereby awards a one year
contract for disposal of junk cars to Moore and Moore Services Inc., dba Quick Sanitation, of Homer, Alaska, for a maximum
contract amount of $15,000, consistent with the terms and conditions contained
in the revised proposal, and
authorizes the City Manager to execute the appropriate documents.
BE
IT FURTHER RESOLVED the Council authorizes the City Manager to extend this
contract for up to three years if the program is successful and the Council
appropriates funds for it in future years.
