A
RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, APPROVING A LONG TERM LEASE
AGREEMENT BETWEEN THE CITY OF HOMER AND THE STATE OF ALASKA, ALASKA MARINE
HIGHWAY SYSTEM, FOR A PORTION OF LOT 45A, HOMER SPIT NO. SIX, VELMA’S ADDITION
SUBDIVISION AND A PORTION OF LOT 48, HOMER SPIT SUBDIVISION AMENDED.
WHEREAS, The City of Homer and the
Alaska Marine Highway System (AMHS) have
been negotiating a long term lease agreement that meets the needs of the City,
AMHS, the Coast Guard, and other users and customers at the Pioneer Dock; and
WHEREAS, AMHS has chosen Homer as
the homeport for one of its vessels, has increased the number ferry visits
here, and consequently has a need for additional space for a warehouse, staging
area, and employee parking; and
WHEREAS, The City administration and
AMHS have reached a lease agreement which is in the best interest of the City
because it accommodates the needs of AMHS and allows it to provide improved
service to the Homer area, accommodates the requirements of the Coast Guard and
improves its operations and security, and resolves potential land use disputes
between users of the Pioneer Dock and the adjacent staging area; and
WHEREAS, The City Council conceptually
approved the base terms and conditions in this lease in 2008 after receiving
recommendations from the Port and Harbor Commission and the Lease Committee (Memorandum
08-101).
NOW, THEREFORE, BE IT RESOLVED that
the Homer City Council finds that it is in the best interest of the City to
lease land to AMHS for less than fair market value because of the very
significant economic and transportation benefits associated with hosting AMHS
here.
BE IT FURTHER RESOLVED that the
Council hereby approves the lease between the City and AMHS for portions of Lot
45A and Lot 48, a copy of which is attached and incorporated herein, and
authorizes the City Manager to execute the appropriate documents.
