A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER, ALASKA SUPPORTING THE CONSTRUCTION OF A SEPARATED BIKE PATH AND THE USE OF TRAFFIC CALMING TECHNIQUES IN THE DESIGN AND CONSTRUCTION OF KACHEMAK DRIVE.
WHEREAS, Kachemak Drive is scheduled for paving in the summer of 2000; and
WHEREAS, Kachemak Drive is an alternative route for the east of Homer traffic to the Airport, Spit, Harbor and Ocean Drive Commercial District (Approx. 1,500 cars daily; and
WHEREAS, Kachemak Drive is a narrow gravel roadway that accesses the largest industrial marine storage yard on the Peninsula and passes through residential areas and moose habitat; and
WHEREAS, Kachemak Drive is poorly aligned and narrow with short sight distances making it treacherous at best for bicycle and pedestrian traffic; and
WHEREAS, the completion of the spit trail and the upcoming construction of East Road separated bike bath will increase bicycle and pedestrian traffic on Kachemak Drive; and
WHEREAS, the scheduled paving will greatly increase automobile and truck traffic.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby supports the construction of a separated bike path and the use of traffic calming techniques in the design and construction of Kachemak Drive; and
BE IT FURTHER RESOLVED, that it is critical to the safety of residents and visitors of the City of Homer that we provide a separated pathway and use of traffic calming techniques on Kachemak Drive; and
BE IT FURTHER RESOLVED, that copies of this resolution be sent to Governor Knowles, Representative Phillips, Commissioner Perkins, DOT Area Planner Rex Young and project engineer Willie Van Ostren.
