A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER FINDING THE NEED TO CREATE THE WEST LAKESHORE DRIVE WATER AND SEWER IMPROVEMENT/ASSESSMENT DISTRICT, ADDING TO THE GRANDFATHER LIST OF LIDS IN THE HAWSP AND SETTING A DATE FOR PUBLIC HEARING.

WHEREAS, the Homer City Council finds the need to create a local improvement/assessment district pursuant to H.C. 17.04.030 (b) for water and sewer for West Lakeshore Drive for those lots fronting West Lakeshore Drive; and

WHEREAS, property owners who signed the petition in favor of the water and sewer improvements equal 79.95% of the property value of the property to be benefitted by the improvements in the West Lakeside Drive Water and Sewer LID/Assessment District; and

WHEREAS, this petition was issued prior to the HAWSP and the properties are assessed at the 75%/25% methodology, which would be $6,425.66 per lot.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Homer finds the need to create the West Lakeside Drive Water and Sewer improvement/assessment district, adds this district to the grandfather list of LIDS in the HAWSP and sets a date for public hearing of September 27, 1999 at a Regular Council Meeting.
