A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA SUPPORTING THE ENACTMENT OF KENAI PENINSULA BOROUGH ORDINANCE 99-49, PROVIDING FOR LIMITED DOG CONTROL, IN THE AREAS OF THE BOROUGH OUTSIDE OF CITIES.
WHEREAS, the Ordinance 99-49 was introduced on August 17, 1999, public hearings were scheduled for September 7, in Homer, and September 21, at the Borough Building in Soldotna; and
WHEREAS, the City of Homer currently provides animal control services; and
WHEREAS, there have been numerous complaints of dogs running at large in the borough areas outside of cities, damaging and destroying property, attacking people and other animals; and
WHEREAS, the City Council is supportive of the concept of limited dog control out side of City Limits and adopted Resolution 99-2, January 11, 1999, in support of the enactment of Kenai
Peninsula Borough Code Chapter 8.10; and
WHEREAS, an agreement would be forwarded to the City of Homer for approval with an attached compensation of per year of $25,000; and
WHEREAS, Chief of Police Robl suggests as part of the agreement that funding be provided for a new vehicle.
NOW, THEREFORE, BE IT RESOLVED that the Homer City Council supports the enactment of Kenai Peninsula Borough Ordinance 99-49, Providing for Limited Dog Control, in the areas of the borough outside of cities.
ADOPTED and APPROVED by the Homer City Council this 13th day of September, 1999.

Fiscal note: $25,000 revenue from Borough. Costs to the City have not been fully defined. A vehicle upgrade is recommended by the Chief of Police.
