RESOLUTION 99-76



A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA ENDORSING THE APPLICATION FOR A RECREATIONAL TRAILS MATCHING GRANT IN THE AMOUNT OF $16,646 TO BUILD A GRAVEL PEDESTRIAN/BICYCLE PATH ON POOPDECK STREET BETWEEN HAZEL AVENUE AND KLONDIKE AND ON A DONATED EASEMENT BETWEEN KLONDIKE AND PIONEER AVENUES.



WHEREAS, the Homer Town Square Committee is proposing a gravel, wheelchair accessible pedestrian/bicycle path between Klondike and Hazel Avenues on the undeveloped portion of Poopdeck Street right-of-way and on a privately donated trail easement between Klondike and Pioneer Avenues; and



WHEREAS, said pathway would provide a north-south route through the Central Business District for bicyclists and pedestrians who shop, work, and/or recreate in downtown Homer; and



WHEREAS, the owners of Bay Realty have generously offered to donate an easement between Klondike and Pioneer Avenues pursuant to the acquisition of construction funds and an agreement with the City to provide maintenance; and



WHEREAS, the City agrees to assume maintenance for the completed trail; and



WHEREAS, for clarification be it known that Poopdeck Street does not extend to Pioneer Avenue; and



WHEREAS, construction will include a 8' wide surface with 2' shoulders that could in the future be used as the base for a paved pathway; and



WHEREAS, this approximate location is currently used by many residents as a north-south corridor between Pioneer Avenue and the By-Pass; and



WHEREAS, public input at Town Square meetings and the results of a recent public survey indicated strong support for improved bicycle and pedestrian facilities in downtown Homer; and

WHEREAS, the Homer Parks and Recreation Commission put the Poopdeck Path project at the top of their list of recommendations for the City's CIP list.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby endorses the application for a recreational trails matching grant in the amount of $16,646 to build a gravel pedestrian/bicycle path on Poopdeck Street between Hazel Avenue and Klondike and on a donated easement between Klondike and Pioneer Avenues.
