A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA REAFFIRMING THE ENDORSEMENT OF THE HOMER TRAILS COMMITTEE APPLICATION FOR A RECREATIONAL TRAILS MATCHING GRANT IN THE AMOUNT OF $30,000 FOR TRAILS EQUIPMENT AND THE CITY'S COMMITMENT TO MAINTAIN TRAILS AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.
WHEREAS, the purpose of this matching grant application for $30,000 is to obtain funding for the lease with intent to purchase trail maintenance equipment to clean and clear pathways in and around the Homer Area in order to facilitate year-round use and maintain an inter connecting system of non-motorized trails and pathways; and
WHEREAS, the Spit Pathway has been completed, Homer needs more adequate maintenance equipment and the City has a Memorandum of Agreement and Joint use Permit with DOT, which includes maintenance of the Spit Pathway; and
WHEREAS, the City has a Memorandum of Agreement with DOT for the Beluga Lake Trail, which specifically includes maintenance, and
WHEREAS, the number of Homer's trails and pathways continue to increase, yet the need for maintenance has not been adequately addressed and the City agrees to maintain trails within City limits; and
WHEREAS, one of the missions of developing the trail and pathway system in and around Homer is to facilitate pedestrian circulation as a means of relieving some of the congestion on Homer's streets as well as encouraging healthier lifestyles; and
WHEREAS, equipment is needed to efficiently and effectively maintain Homer's trail and pathway system with minimal cost impact to Homer.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby endorses the Homer Trails Committee application for a recreational trails matching grant in the amount of $30,000 for trails equipment and authorizes the City Manager to execute the appropriate documents.
