Session 07-03, a Regular Meeting of the Transportation Advisory Committee was called to order at 5:47 p.m. on March 20, 2007 by Steve Smith at the Homer City Hall Cowles Council Chambers located at 491 E. Pioneer Avenue, Homer, Alaska.

The Agenda was approved by consensus of the Committee.
Alan Parks, Chairperson, Global Warming Task Force (GWTF) answered questions from the TAC pertaining to a shuttle bus:
The GWTF has not yet determined if the city or independent business would operate the shuttle bus.
To implement the shuttle bus a RFP may be needed.
The GWTF will look at efficiency, what encourages people to ride, and costs.
Other discussion included picking up commuters in East End Road and Anchor Point at intermediate points.

Planning Technician Engebretsen reported the following:
Comprehensive Plan Open House will be at Homer High School; the Public is invited, on Wednesday April 25, 2007 from 4:00pm – 8:00pm. Notices will be posted closer to the event.
There is a meeting on Thursday, March 22, 2007 at 6:00pm of the Citizen Advisory Committee in the Cowles Council Chambers.
STARK/ZAK - Moved to suspend rules to go back to Public Comments to allow Alan Parks from the Global Warming Task Force to speak.
There was no discussion.

1. Sidewalk and Trail Definition Changes – General discussion by committee members ensued over what should be construed as a sidewalk and a trail in relation to location, description and public knowledge of what a sidewalk and trail were. Results of discussion resulted in the following definitions:
Sidewalk – A pedestrian facility associated with a road and generally within a right of way.
3. Discussion on how HART funds will be used in accordance with established guidelines. All members agreed with the language as presented in the draft revisions.
4. Trail Prioritizing – The TAC will review the trail priority list and Parks and Recreation Advisory Discussion Commission would like to be included.
The Committee completed their work on Boulevards at prior meetings. If additional information comes up in the future, it will again be placed on the agenda.
A. Shuttle Bus – This topic was discussed under Public Comments.
