DOT&PF Homer Airport Improvement Project Info
The Alaska Department of Transportation and Public Facilities (DOT&PF), in cooperation with the Federal Aviation Administration (FAA), is currently engaged in a construction project to rehabilitate and improve Homer Airport runways and taxiways with the goals of extending the service life of the airport, improving safety, and improving airport perimeter access for airport security, maintenance, wildlife hazard management, and airfield rescue operations.
The project addresses deficiencies identified by the State, including:
- Deteriorated pavement & gravel surfaces
- Culverts and drainage facilities in poor condition
- Terrain obstructions within runway Object Free Area (OFA)
- Limited/difficult access to airport perimeter to perform security operations, fence maintenance, wildlife hazard management, and airfield rescues and
- Inadequate line of sight on runway and no parallel taxiway.

Now that construction has begun, the Project Engineer will be holding weekly meetings, with the first meeting on Thursday, April 10 at 8 AM. Meetings will continue weekly at that same time. QAP, Contractors on the Airport project will be starting construction for this season on Monday, April 7th . The contractors are currently scheduled to finish construction on June 30th, but hope to wrap up sooner.
Nightly runway closures will resume Monday through Saturday from 8 PM to 7 AM for the duration of the project. There is the potential for some closures on Sundays depending on weather conditions. Please be aware that all Navaids will be offline for the full duration of construction as well.
They will start their weekly meetings Thursday, April 10th and continue to hold them every Thursday until project completion.

DOT held a public meeting on March 7 where Kyle Green, QAP project superintendent, said during the meeting that there is “pretty minimal work” left in the project, including finishing work on Taxiway G, some runway safety areas and ditch work.
Construction for Taxiway G includes paving and electrical work, and some construction work finishing slopes, Green said.
DOT Project Engineer Jason Baxley, also present at the meeting, thanked the community for working with the project team while the airport improvements have been ongoing.

Tentative construction start date of April 5, 2025 with expected completion by June 30, 2025. We will have nightly closures during this time from 8 PM to 7 AM. All navaids are currently online but will be turned off at the start of construction and will remain off until construction is complete. There will be a spring update meeting Friday March 7, 4:30 PM in Cowles Chambers at City Hall, address: 491 E Pioneer Ave, Homer if you have any questions.

All that the flight check for the MALSR was completed last week and the MALSR is now back in service. At this time all navaids are now back online including the Localizer, 04/22 PAPI’s, MALSR and MALSF.

The December 19 runway night closure was the last for the season. The runway will remain open until nightly closures begin next April when contractors return to finish TW G. As we get closer to the start of next season, the Project Manager will send out updates with expected dates for construction and nightly closure times. Currently all Navaids are still offline; once the FAA gets them turned back on, the Project Manager will send out an additional notification update.

The contractors have informed us that the FAA flight check is happening today. Navaids will remain offline until nightly closures end; there is no exact date for when the final closure will be. The contractors hope to be wrapping up at the end of next week for winter.

The FAA will be performing flight checks for the Navaids on December 4th, however the Nvaids will remain offline until nightly closures and electrical work are over; which is anticipated around the second week of December.
Runway construction to finish taxiway G will continue in 2025, starting the first week of April (weather dependent) and wrapping up the end of June. During this time there will be nightly closures again. The state will announce a finalized schedule of those times in the Spring.

Runway work will take a break for Thanksgiving from November 27th through the 30th, so the runway will open at 7am on 11/27 and close again at 8pm on 12/1. The runway will continue to have nightly closures until contractors are finished with the electrical work, which is anticipated to wrap up around the second week of December.

Night work on the Homer Airport Improvement project will extend beyond 11/10. Unfortunately, with the electrical work that remains, nightly closures of the runway from 8 PM to 7 AM will continue until electrical work is finished, likely through November. Please let DOT&PF know if you have any questions.

- The Homer Airport runway opened at 8 AM, October 25 after a three day closure. The runway is full length and width. Please keep in mind that all Navaids will still be off when we do open. Meaning there will be no MALSR, MALSF, or PAPIs. Nightly closures will continue from 8 PM to 8 AM through October 31st. Starting on November 1st the nightly closure hours will adjust to 8 PM to 7 AM.
- Due to some quantity overruns and some change order work, construction will require approximately 3 weeks next year to finish the West Road and Taxiway G. Part or most of this work can be done under escort but there will be some that will require some night closures, such as hauling D-1, grading and paving Taxiway G. At this time, the project engineer is not sure when that will happen as it depends on when road restrictions come off next year.

- Homer airport runway will be closing at 8 PM on Monday 10/21 and remain closed until 8 AM on Friday 10/25. During this time, the apron will still be open, and you will have access to your aircraft, but there will be no access to the runway.
- Ravn provided the following information in a post on Facebook: "The flights to and from Homer will be removed from our schedule for these closure dates, and we will begin calling passengers to assist in refunding or rescheduling." - After the closure, the runway will be reopening at full width and length with final stripping and lighting installed. However, until the FAA can get the flight check there will be no ILS.
- Although the runway will be open at full width and length, there will continue to be nightly closures from 8PM to 8AM. These nightly closures can be expected to carry into November with the possibility of adjustments being made to the close/open times.
