Public Works Campus Task Force
The Public Works Campus Task Force was formed by City Council when Resolution 20-125 was approved during the regular meeting on November 23, 2020. The resolution established the Scope of Work and parameters under which the Task Force will conduct its work.
The Public Works Campus Task Force (PWCTF) is comprised of the Public Works Director, Deputy City Planner, two Council members and three members of the public that are city residents.
The Alaska Division of Geological and Geophysical Surveys published updated Tsunami Inundation Maps for Homer and the information was derived from modeling worst case scenarios of inundation from tsunami waves generated by earthquakes and submarine landslides, including local underwater slope failures for Kachemak Bay. Under some of these scenarios the first waves could hit within one hour of the incident and hit low lying areas while the ground was still shaking.
Currently when a Tsunami Warning is issued Public Works personnel immediately begin evacuating heavy machinery and other mobile equipment from the current Public Works facility campus and move the equipment to higher ground. This evacuation process takes approximately 45 minutes and does not include any materials or supplies that would be needed to make repairs to City infrastructure such as water, sewer or roads.
The costs for having stockpiles of materials and supplies that would be needed after such an event would be substantial and the risks of personal injury, property damage or even loss of life could be high either during the even or recovery.
The Task Force Scope of Work:
- Evaluate Risks of personal injury, property damage and loss of life in the event a Tsunami floods the Public Works Campus
- Develop Strategies for mitigating identified risks to include cost estimates
- Make Recommendations to City Council
