SUBJECT: Special Services Contract Renewal
The State Troopers have requested to enter into a new special services contract with us for the next year. The contract is attached. Our previous contract for special services with them expired 6 months ago. It was for $72,000. The new one is for $36,000. I recommend that we obtain permission from the council to enter into this contract with the state.
We have had a special services contract with the troopers for over 25 years. The contract started back when the troopers began renting space from us and worked out of our police station. Previously, we provided all of their administrative support such as typing and receptionist duties. We also did all of their dispatching from Ninilchik south and we handled all of their prisoners. After they moved to the Anchor Point post a few years ago the only remaining service of significance that we provide to them is pre-arraignment prisoner care. Arrestees must be arraigned within 24 hours of being arrested. After arraignment they become wards of the state Department of Corrections and we are compensated for dealing with them through the state jail contract. Given the vastly reduced responsibilities and services we now provide to the troopers, I feel the reduction in compensation to us in this new contract is fair and equitable.
