Subject: Award of Construction Contract
Homer Deep Water Dock and Spit Trail Extension Project
On June 20 bids were opened for the Homer Deep Water Dock and Spit Trail Extension Project. This work was advertised in the Homer News and the Peninsula Clarion in late May and early June (in accordance with the City of Homer Procurement Manual).
This project consists of the construction of a paved trail from the Fishing Hole to the End of the Road Park; from the Freight Dock Road/Spit Road intersection around the Small Boat Harbor to the Deep Water Dock; and from the Ice Dock Road/Spit Road intersection over to Coal Point Park. The project also includes paving a large bus loading/staging area at the Deep Water Dock approach, paving of the End of the Road Park, and other misc. paving, pedestrian amenities, signage, and landscaping improvements. This project will be funded by the cruise ship head tax grant from a State legislative grant, and through the TORA agreement between the City of Homer and the Department of Transportation.
Three responsive bids were received:
North Star Paving & Construction $ 1,883,998
Steiner’s North Star Construction $ 2,066,368
Prosser Dagg Construction $ 1,921,505
Engineer’s Estimate $ 1,795,415
The low bid is within 5% of the engineer’s estimate; and is within the budget established by Public Works based on grant monies available.
Recommendation:
City Council pass a resolution awarding the construction contract for the Homer Deep Water Dock and Spit Trail Extension Project in the amount of $1,883,998 to North Star Paving & Construction of Soldotna, Alaska and authorizing the City Manager to execute all appropriate documents necessary to complete this project.
