SUBJECT: Memo on FY2016 Budget and Revenue DRAFT Schedule
The purpose of this memo is to put forward a DRAFT timeline for public outreach and decision making regarding the 2016 City of Homer budget.
September 14
Work session and Committee of the Whole: Revenue Sources for General Fund
Staff will provide detailed information on possible revenue options including barriers, timelines, affected parties and projected revenue (if known)
September 23*
Town Hall: Revenue Sources for General Fund
Opportunity for public to ask in-depth questions about revenue sources Council is considering and offer suggestions
September 28
Preliminary budget assumptions to Council (staff shares budget update with Council)
October 12
Work session on Revenue Sources for General Fund
Committee of the Whole: Council to discuss budget
City Manager presents 2 budgets:
Budget A: Assumes new revenue (assumes sufficient revenue to, for the most part, retain same level of service and fund reserves)
Budget B: Bare bones budget (proposes significant reductions in services)

Budget Ordinance and fee tariff resolution introduced
Revenue Ordinance introduced
Budget amendments from Council considered
November 2*
Town Hall collecting input on Budget A (assumes new revenue) and Budget B (bare bones)
